Tunuslular bugün, 17 Aralık’ta yapılan birinci turunda katılımın çok zayıf olduğu ve sadece 23 adayın zaferiyle sonuçlanan erken genel seçimlerin ikinci turunda 262 aday arasından 131 milletvekilini seçmek için sandık başına gidiyorlar.
Ancak bugünkü seçimler, boğucu bir siyasi krizin, bazı tarafların komplo ve engelleme girişimlerinin gölgesinde ve bazı tarafların ve kuruluşların ağırlaşan siyasi krize çözüm bulmak için çabalarının ortasında gerçekleşiyor. Söz konusu kuruluşların başında Cumhurbaşkanı Kays Said tarafından kabul görmesi umuduyla siyasi, ekonomik ve sosyal reformları gerçekleştirmeyi amaçlayan bir ‘ulusal kurtarma girişimi’ başlatan Tunus Genel İşçi Sendikası geliyor.
Tunus’un siyaset sahnesindeki gelişmeleri yakından takip eden bazı gözlemcilerine göre erken genel seçimler, ülkede siyasi istikrarı sağlamayacak. Çünkü Nahda Hareketi liderliğindeki siyasi partilere yönelik büyük bir boykot ve seçim sonuçlarının tamamen reddi söz konusu. Tunus Yüksek Seçim Kurulu Sözcüsü Muhammed et-Tilili el-Mansuri, erken genel seçimlerin ikinci turunun, seçimlerin tüm seyrini nihai olarak belirlemeyeceğini ve Tunus dışındaki yedi seçim bölgesinde üçüncü bir seçim turu düzenlemesi gerekeceğini söyledi.  Mansuri, Nahda Hareketi’nin lideri Raşid Gannuşi başkanlığındaki feshedilen meclisin yerini alacak yeni meclisin kurulmasını sağlayacak yeter sayıyı tamamlamak için kısmi seçimler yapılacağını vurguladı.
Mansuri, Tunus dışındaki yedi seçim bölgesinde oluşan boşluğun yeni bir meclisin kurulmasını engellemeyeceğine inansa da seçimleri takip eden insan hakları örgütleri, ilk turda hiçbir aday çıkaramayan yedi seçim bölgesinde kısmi seçim yapılması gerektiğinde hemfikirler. Yarısı erkek, yarısı kadın olmak üzere 400 kişi tarafından önerilmesi gereken adayların adaylık koşullar da seçim sürecini engelleyen başlıca nedenlerden biri olabileceği düşünülüyor.
Muhalefet kanadından bazı partiler ve insan hakları örgütleri, erken genel seçimlerin ikinci turuna katılım oranının ilk turdaki gibi ‘zayıf’ olacağını öne sürdüler. Yüzde 11,2 olarak kaydedilen ilk turdaki katılım oranı 2011 yılından bu yana kaydedilen en düşük katılım oranı oldu. Bazı siyasetçiler de ikinci tura katılım oranı konusunda karamsarlıklarını dile getirdiler.
Arap Demokrasi Enstitüsü Başkanı Halid Şevkat, Tunus halkının bu seçimlere fazla sıcak bakmadığını, çünkü ‘kendisini otoritelerin üstünde tutan tek adam yönetimine geri dönmeyi’ kabul etmeyeceklerini söyledi. Şevkat, Tunus'un ‘normal seyrine döndüğünde daha iyi ve daha güçlü olacağını’ vurguladı.
Öte yandan Siyasi aktivist ve Yeni Ufuklar Forumu başkanı Abdulhamid el-Celasi, Cumhurbaşkanı Said’in, kendisiyle birlikte tartışmalı 25 Temmuz olağanüstü kararları öncesi faaliyet gösteren siyasi sınıfı da Tunuslulardan uzaklaştırdıktan sonra diyalogu ve herkesin kabul ettiği hataların üstesinden gelebilecek bir ortaklığı kabul etmediğini söyledi. Celasi’ye göre bu da ülkede bir liderlik boşluğu oluşmasına ve yaşam standartlarını iyileştirme konusunda umduklarını bulamamaları sonucunda halk arasında hayal kırıklığına yol açtığını belirtti. Cumhurbaşkanı Said’in vatandaşların sorunlarını çözememesi ve muhaliflerin güvenini yeniden kazanmak için bir alternatif oluşturamaması sonucunda ülkenin şu anda ‘aciz bir durum içinde’ olduğunu vurgulayan Celasi, sivil toplum kuruluşlarından ve siyasi partilerden isimlerin ve gruplar, mevcut seçim sürecinin meşruiyetten yoksun olduğu ve siyasi krizi derinleştirdiği gerekçesiyle 25 Temmuz 2021 sürecini durdurmak için tüm barışçıl ve meşru yollarla çalışacaklarını açıkladılar.
Tüm bunlarla birlikte İçişleri Bakanlığı, seçimlere yönelik bir komplo planını ortaya çıkardı. Bakanlık, kimliklerini açıklamadığı şüphelilerin ‘halka ve kamu mallarına saldırmak, seçmeni etkilemek için para dağıtmak, fon kaynağı belli olmayan bir seçim kampanyasına katılmak ve bu amaç doğrultusunda çete kurmakla’ suçlandıklarını bildirdi.
Kaos tohumları ekmeyi amaçlayan planlar yapan çok sayıda kişinin takip edildiğini belirten Bakanlığın açıklamasında, “Bu mesele bir bütün olarak, İçişleri Bakanlığı tarafından bazı tarafların özel gündemlerine hizmet edecek komplo planları yaptığına dair daha önce duyurduğu soruşturmaların sonuçlarıyla uyuşuyor” denildi.
Tunuslular şu sıra sandık başına gitmekten kaçınmalarına neden olan siyasi krizin yanı sıra özellikle kredi derecelendirme kuruluşlarından Moody's tarafından Tunus'un kredi notunu düşürmesinden ve Tunus Merkez Bankası'nın tüm hazine bonolarına ilişkin ödemelerin yasal sorumlusu olarak belirlenmesinden sonra giderek kötüleşen ekonomik krizle de boğuşuyorlar. Kredi notunun düşürülmesi ve Merkez Bankası'nın ödemelerin yasal sorumlusu olarak belirlenmesi, hükümetin ve Merkez Bankası’nın Tunus'un mali yükümlülüklerini yerine getirme kabiliyetini etkileyen yüksek risklere maruz kaldığı anlamına geliyor.

Germany, Denmark, Finland, the Netherlands and Austria said on Friday the European Union's budget for 2028-2034 must be "several hundred billion euros" smaller than the €2 trillion proposed by the European Commission, drawing battle lines before EU budget talks come to a head in the next three months.

The leaders of the five countries, among the biggest net contributors to the budget, wrote in a joint op-ed in Politico that EU taxpayers ⁠cannot keep paying ⁠more to pay for both old and new priorities.

"It (the budget) is too focused on subsidies and transfers allocated largely in advance, leaving too little room for what Europe urgently needs: common investment in security and defense, competitiveness, innovation, and the fight against irregular migration," the five leaders said.

Net beneficiaries of the EU budget are concerned that ⁠would reduce EU funds for farmers and for equalizing standards of living between the poorer and richer regions of Europe -- a major political concern before parliamentary elections next year in France, Italy, Spain, Poland, Greece, Finland, Slovakia and Estonia.

The European Commission has proposed the budget should amount to €2 trillion or 1.26% of EU Gross National Income (GNI), of which some 168 billion, or 0.11% of GNI, is to service the EU's borrowing for the post-pandemic recovery fund. The five leaders called the proposed nominal increase of around 60% over the 2021-2027 budget "simply not ⁠realistic."

"This is ⁠why we call for a balanced cut to the Commission’s proposal of several hundred billion euros," Reuters quoted them as saying.

To help find a solution, Spain proposed to change the repayment schedule of part of the EU post-pandemic borrowing, linking it to economic growth and spreading it out over a longer period. This, according to Spanish Economy Minister Carlos Cuerpo, would free up some €70 billion.

"An annual payment of about 0.06% of EU GDP would retire the debt by 2058, the deadline agreed by member states," Cuerpo said.

EU governments will discuss the next EU budget at summits in October, November and December in an effort to get a deal before the end of the year.

Founder of Chinese Startup Spirit AI Says Robot Brains Set for 2027 Breakthrough

Humanoid robot brains are likely to achieve a breakthrough as soon as mid-2027, but their deployment in homes could take at least eight years as model development faces a data bottleneck, leading Chinese embodied AI firm Spirit AI said this week.

Despite impressive hardware advances allowing Chinese humanoids to sprint, dance and do backflips on command, Chinese robot firms are increasingly focusing on the software that determines robots' intelligence and their economic productivity in real-world settings.

"The brain is indeed the weakest link in the complete robotics stack," Gao Yang, co-founder and chief scientist of Spirit AI, told Reuters at its Beijing offices on Thursday.

An industry breakthrough comparable to ⁠OpenAI's landmark GPT-3.0 model, ⁠which powered ChatGPT, could come around mid-2027, said Gao. Spirit AI's robots have achieved a 90% success rate for simple tasks in structured living-room environments.

"The next one to two years mark the initial window for industrial applications. Two years from now, we'll see robots deployed in commercial service settings doing simpler tasks. Entering homes is far harder than both," said Gao, who is also an assistant professor of robotics at Tsinghua University.

Spirit AI ⁠currently has tens of its own Moz1 wheeled humanoid robots deployed on production lines at battery maker CATL and retailer JD.com, which is also an investor.

The 300-person startup has raised over $670 million since its 2024 founding, making it one of China's most rapidly capitalized embodied intelligence firms. It is currently valued at 20 billion yuan ($2.9 billion). Gao declined to comment on any plans for an initial public offering.

"Progress is extremely fast. When Spirit AI was founded, a robot could perform only one isolated task well, like pouring water or folding a piece of clothing," said Gao.

"Today, robots operate across large spatial areas and execute continuous complex workflows."

Difficulties remain in perfecting fine-motor actions like unscrewing a bottle cap ⁠and dealing with ⁠unseen tasks, he said. Spirit AI overwhelmingly relies on real-world data to train its robot brains instead of virtual simulations, which many competitors use to reduce model training costs.

"Simulators handle rigid bodies well, but flexible objects like deformable electric cables remain a problem," said Gao.

The company employs around 1,000 contractors nationwide using wearable data-collection equipment in households and on production lines.

Its Beijing offices include a robot data training center where a Reuters witness saw dozens of young people fitted with sensors who repeated motions like opening fridges, unlocking safes, and cutting vegetables with knives to train the humanoid robots.

In other robot-training facilities in China, operators may need to repeat a movement more than 50 times to get one "clean" movement with the required precision.

However, Spirit AI found that using "dirty data" with a more diverse range of motions enabled its models to improve faster, Gao said.

Kane Proud of Achievements, Not Giving Too Much Thought to Ballon d'Or

Harry Kane described the 2025-26 campaign as the best season of his life after scoring 73 goals for Bayern Munich and England, and while his performances have made him a leading candidate for the Ballon d'Or he says he is not focused on individual awards.

No English player has won the Ballon d'Or since Michael Owen in 2001 and Kane is up against tough competition ⁠with Lamine Yamal ⁠and Kylian Mbappe also in the running.

"I’ve never liked talking too much about myself. The only thing I’d say is that last season was incredible, both personally and for the team," Kane ⁠told Spanish outlet Marca in an interview published on Friday, according to Reuters.

"It was, by far, the best season of my life."

Kane said he was proud of his tally of 73 goals, which was the highest since Lionel Messi netted a record 82 times in 2011-12 but that it might not be enough to claim the mantle as the ⁠world's ⁠best player.

"I’m extremely proud of that ... but the Ballon d’Or isn't in my hands. It depends on the people who vote. As far as I’m concerned, last season is in the past.

"Now I’m focused on this one and I’m looking forward to seeing what else I can achieve."

The winner will be announced at the official awards ceremony on October 26.
